Each week, Patch takes a peek at some of the more surprising, shocking, stunning and occasionally silly police-related incidents reported throughout New Jersey for "OMGs from NJ PDs." Big Wheels Keep on Turning: A runaway van veered into oncoming traffic on the White Horse Pike, crashed against a guard rail and nearly struck a small gathering of people at the edge of Newton Lake in Camden County (our title for this section would have worked better if it was a river onto which the van was almost rollin'). Amazingly, no one was hurt, but police say an intoxicated driver may have been asleep at the wheel. At Least it Wasn't a Cow: Scotch Plains Police say a horse escaped from Watchung Stables. After a brief chase, he was cornered by Scotch …

Pine Beach man faces murder charges: Bayville contractor charged with theft in home improvement case
An Ocean County grand jury recently indicted Matthew W. Prutzman, Avon Road, Pine Beach, on charges of the attempted murder of Dennis F. Gargano on Aug. 10 in Seaside Heights. The indictment states that Prutzman hit and stabbed Gargano. Prutzman also is accused of possession of a knife for unlawful purposes, illegal possession of a knife, and possession of a weapon, after being convicted on Jan. 6, 2006 of drug possession in Monmouth County. Another grand jury this week indicted Keith B. Smith, 36, of Cranmer Road, Bayville, on charges of stealing more than $500 from Joseph and Pamela Cicerello by promising to do home improvement work between June 29 and Jan. 6 that was never done. Smith also is accused of being an unregistered home …

Chief John Sgro has volunteered to also assume borough administrator duties without pay
Police Chief John M. Sgro has another title — borough administrator. He will serve in that position free of charge. It was Sgro who suggested the idea to Mayor Christopher Boyle and the Township Council last fall. "I knew the town didn't have the money to hire someone from the outside," Sgro said. "Although we run pretty well, I saw some areas where we need to improve our operations. I'm here five days a week. I see what goes on. I know what needs to be done. The mayor and council all have full-time jobs. They can't be here during the day to make sure things get done." Volunteering comes easy to Sgro, who has been on the Pine Beach police force for 22 years. He was sworn in as chief in 2008, when he replaced longtime chief Glenn Jones. …

Toms River Schools suggests options for students, mourners
Students, residents and alumni stricken with grief at the fatal crash into Pine Beach Elementary School have counseling and emergency services as an option, said a message from Toms River Regional Schools last week. The high-speed crash early morning Feb. 3 killed three recent Toms River schools alumni – Matthew Budesa, Matthew Witzgall and Kimberly Van Gorden — and damaged a portion of the elementary school, which created a 90-minute delayed opening that day. In a message sent to parents and guardians and posted on the Toms River Regional Schools’ website homepage for a portion of last week, the district advocated the use of counseling for those affected most by the tragedy. “If you feel that your child is in need of counseling or …

Funeral held Tuesday morning at Church of the Visitation in Brick
A busy viewing which required police officers to direct traffic a day earlier culminated in a more subdued, solemn funeral Mass Tuesday for one of the victims of an automobile accident in Pine Beach last week. The accident claimed the lives of three young adults from Ocean County. Matthew H. Witzgall, 21, of Toms River, was laid to rest at the Ocean County Memorial Park, Toms River, following a funeral Mass celebrated at the Church of the Visitation on Mantoloking Road in Brick. Family members and friends of Witzgall streamed into the church under cloudy skies by 9:30 a.m. Bagpipers played “Amazing Grace” as Witzgall’s mother, Mary Beth Boyle, and other family members stood next to a hearse while funeral attendees entered the Roman …

Wake took place at Weatherhead-Young Funeral Home in Brick
A long line of people paid respect Monday to Matthew Witzgall, one of three people who died Feb. 3 when their car slammed into the Pine Beach Elementary School. Mourners circled the room inside the Weatherhead-Young Funeral Home on Mantoloking Road where the viewing took place, many breaking down in tears and wondering aloud why Witzgall, a 21-year-old Toms River resident, was taken so young. “I just can’t believe it,” one woman said, choking back tears. “I really can’t believe this could happen.” Parking was tight at the funeral home, with two Brick police cars parked at an overflow lot across Mantoloking Road, where cars flowed in and out. A young man and woman got out of a car, both crying, and the woman comforted the man as he …

Borough Hall hours cut due to elimination of clerk-typist position, mayor says
The Pine Beach Borough Council voted reluctantly recently to layoff a clerk-typist in the municipal building to save $30,000 in what is shaping up to be a difficult budget year. Employees are more like family in this small borough on the Toms River, which made the decision even more difficult, Mayor Christopher J. Boyle said. "I didn't sleep very well last night," Boyle said. "Just having to bring it up was heartbreaking. We have to make these difficult decisions. We can't hide our heads in the sand." Pine Beach, like municipalities around the state, lost state aid last year and Boyle isn't too optimistic about this year, especially with the 2 percent cap on municipal expenditures. A majority of the council voted to approve the layoff at …
