Indictment: Bayville Man Went on Debit Card Purchasing Spree

Ocean County grand jurors hand up indictments

A Bayville man has been accused of using a debit card to make a string of unauthorized purchases in the area.

Todd Moeller, 22, of Southern Boulevard was indicted last week by an Ocean County grand jury on a theft by deception charge.

Authorities said Moeller used a family member's TD Bank Visa debit card to acquire more than $500 in goods and cash from a supermarket, gas station and bank in Brick and Seaside Park on Oct. 18 and 19.

Moeller remains lodged in Ocean County Jail on $25,000 bail, no 10 percent option.

  • Daniel A. Damato of Berkeley on two counts of unlawful taking of a means of conveyance.

Damato is accused of taking a Nissan Frontier from a Toms River couple on Aug. 1 and a Nissan Altima from the same couple on July 14.

He was released on a summons.

  • George Ortiz, 51, of Allentown, Pa., on a theft charge.

Ortiz is accused of stealing a wallet containing more than $200 and gift cards from a Berkeley woman on Nov. 3.

He is in Ocean County Jail on $25,000 bail, 10 percent option allowed.

  • Heather L. Shapter, 27, of Bayville on an unlawful taking of a means of conveyance charge.

Shapter is accused of taking a 2011 Nissan Sentra from Sansone Jr.'s Auto Mall in Brick on June 14.

She is free on bail.

  • Robert W. Rochford, 52, of Seaside Park on charges of being an unregistered contractor.

Rochford agreed to do home improvement work at two Toms River residences and failed to provide the services, the indictment states. In both instances, he's accused of pocketing more than $500 from the homeowners for services not rendered.

Rochford was indicted on two counts of theft by deception and two counts of unregistered home improvement contracting, as he was not registered with the state Division of Consumer Affairs, the indictment states.

Rochford was released on a summons.

  • Nicholas Tracy, 22, of Beachwood on burglary and resisting arrest charges.

Tracy is accused of breaking into a Toms River home Oct. 26 then running from a Toms River police officer who tried to apprehend him.

He was initially held on $15,000 bail but posted the day of his arrest.
