Sandy recovery never mentioned

We didn't live at our house.  It was a rental property. Our rental property got flooded and we were told there is no assistance because we didn't live there. 
It was only yesterday that we found out that rental insurance would have covered losing our tenant and losing the income we depended upon.  I hope it isn't too late.
Hopefully others can benefit from this information.
