UPDATE: Bus Location Change For Seaside Heights Residents

Plan announced to allow residents to get into homes at standing-room-only Borough Council meeting

UPDATE, 9 a.m. Friday: Seaside Heights officials posted the following notice on the borough's website: "Due to circumstances beyond our control, the location for the initial re-entry pick-up has been changed. All property owners and tenants must go to 1390 Bay Ave. on their designated days rather than the Fischer Boulevard Foodtown. We apologize for the inconvenience and will have personnel redirecting people to the correct location."

The address given is for Shelter Cove in Toms River, a mile east of Fischer Boulevard.

UPDATE: Seaside Heights residents who have concerns or obstacles to accessing the borough on their designated day can contact borough officials by calling 908-600-6741, Mayor William Akers said Thursday.

Previously: A standing-room-only crowd of Seaside Heights residents learned they will be allowed into the borough to retrieve some of their personal belongings beginning Friday, under a plan distributed at Wednesday night's Borough Council meeting in Toms River.

For nearly three hours, Seaside Heights Mayor William Akers answered questions from residents whose anger over being away from their homes for 10 days in the aftermath of Hurricane Sandy spilled over time and again.

"I don't believe anything I'm hearing tonight," said Chuck Lada, one of many residents who criticized the mayor and council over the handling of the re-entry plan in the meeting at the county Administration Building in Toms River, which was filled to overflowing despite the snow brought by a nor'easter that added to the area's miseries as people try to recover from Hurricane Sandy.

Under the plan, which Akers said had to be approved by the state Department of Transportation, residents will be bused into the borough beginning Friday based on where in town they live. Residents should meet at the old Foodtown in the Bellcrest Plaza on Fischer Boulevard in Toms River beginning at 9 a.m. and Akers said the buses would depart for the borough as soon as they are full.

The town is allowed to bring just four buses, Akers said. A box truck also will be traveling over to bring residents' items back.

Two people per residence will be permitted, Akers said, and residents will need to show some identification to show they belong. They can bring two suitcases per person to retrieve belongings, and the borough will provide two boxes per person that will be transported by box truck back to the Bellcrest Plaza.

Residents will have until 2 p.m. to retrieve items and take photos of their homes, shut off their main electric breakers and drain water pipes, under the plan.

The schedule is as follows:

  • Friday: Residents of Sherman, Sheridan, Grant and Blaine
  • Saturday: Hancock, Fremont, Sumner, Webster
  • Sunday: Kearney, Carteret, Hamilton, Franklin
  • Monday: Sampson, Hiering, Lincoln, Dupont, Porter
  • Tuesday: 400 Hiering/Bayside Terrace. Akers said the damage in this area was more extensive and re-entry may be delayed.

Residents will not be permitted to leave their designated streets while they are in the borough, Akers said.

Akers said getting to this point has been a lengthy process because it required coordination among so many entities, including the other towns on the barrier island, the county Office of Emergency Management, the state Office of Emergency Management, and the state Department of Transportation.

"I have been on conference call after conference call," Akers said, to map out a re-entry plan. "It's a very different communication process."

Residents asked why those who live in South Seaside Park and Seaside Park were allowed onto the island already and why they were allowed to take personal vehicles.

"I thought we had a coordinated effort," Akers said, but those towns moved forward on their own after an initial plan was agreed to, but the DOT "stopped it in its tracks," he said.

The DOT's statement that the roads were unsafe for passenger cars was questioned by many.

"How is it safe for 80,000-pound trucks to go in but not passenger cars?" one woman asked.

"Two suitcases isn't enough," said another woman. "I want my kids' toys."

Akers, who remained calm throughout the meeting, said the rules that were laid down for this re-entry were not what he wanted. He wanted to bring in eight buses, but was told no, he said.

"This isn't our decision," Akers said. "This is DOT and the chiefs of police."

Several residents urged Akers to just allow cars anyway, but Akers refused, saying he wants to be able to get people onto the island again after this initial access. Following the plan approved by the DOT is the best way to make that happen, he said.

"If this was my decision you all could drive in there and get your things," he said. "It's not my decision."

"We are trying to get everyone over there as quickly as possible," he said.

Several residents asked Akers what will be done for those who, due to work or other complications, and he replied the town will try to work with those residents to accommodate their situations. Those with individual issues should contact borough officials, he said.

Yes we ARE in the USA, where we have the right to life, liberty and property. We are suppose to be a nation governed by LAWS NOT MEN! The leaders have secured their own belongings and created a new set of rules for the people. It is a violation of civil rights when those rights MATTER MORE THAN EVER.

Exactly!!! Our corupt politicans led by our Republican County Republican Chairman George Gilmore (who as boro attorney sat on the dias last night) have decided to manage this tradgedy to maximize their finacial gain and if residents have to be abused and mistreated so be it. Wake up people!!! There is no rational explanation to explain why we can't drive our cars in. That's why they would not identify the individuals or agencies responsible for that decision despite being asked repeatedly to do so.

I think it's fair to question alot of things. Like if it's so unsafe, why are the NY Giants players allowed to go out there for a photo op? There are many people allowed out there to take pictures of the area and site see, but only if you know the officers working the intersection at Fischer Blvd and Rt 37. Enough is enough already!

This is a start, but unbelievable. many questions to ask, call your borough officials? No one picks up the phones, been trying for days. Feel for the people of Ortley. My in laws are on bayside terrace and hoping they can go on tuesday, but main concern is how can you only allow 2 senior residents to go and not bring help? The are elderly and need my husbands help to retrieve items, take pics, "do minor repairs" (yea, right). The breaker is already shut off. Very hard for 2 elderly people who are still in a state of shock to have to do this on their own. Also, their car, which has already been deemed totaled by ins co is parked in a&p parking lot, this APX towing i read about on police blotter, do they have to pay for the tow? ins. company wants to come tow but they not allowed in. parents cannot leave their street to clean out car. Will try again to call borough today, sure i will have no luck. Not real concerned with them and the car, can be towed to my demolished home in toms river off fischer blvd. i have 3 homeless families living with me, 2 from seaside. My daughter gets to go on sunday and she is in tears. this is horrible. these people trying to retrieve their belongings need help from family members to pack up what they can, etc. yes, i also don't understand why trucks can be let over there and we cant follow in at least one car and help daughter and especially in laws.

Amazeing that even during a crisis like this politics still hindering progress South Seaside Park was allowed in which is Berkeley Township but when Toms River found out the stoped it through Trenton because the hadnt acted first for The Heights the bridge is not unsafe that was the reason they used to stop it its a disgrace

Berekley Township has a Democratic Mayor. Gilmore doesn't control him.
However once Berkley let cars in on Monday they abrutly stopped it before tuesday.

Gilmore probably got Christie to cal the mayor and threaten to take away his FEMA allocation if he diin't follow Gilmore's plan.

No one cares about the mental anguish of the residents (taxpayers). THIS IS A BIG MONEY GRAB. Wake up people.

What actual law is being followed when police decides that a citizen is not allowed to access own property? What does federal law say? Any attorneys here care to chime in? This sounds extremely strange in the light of heavy trucks being allowed where light cars are not. Or setting limits on suitcases and amount of hours. How is that even legal?

In my oppinion they are usings the "emergency powers" that state laws allow in times of "state of emergency". That is why the barrier islands are still in a state of emergency. It grants the local governments broad powers which in my oppinion they are abusing for there own finacial gain. I know for a fact they are granting sweetheart contracts to insider contractors using the powers of this law. The amount of sucking on FEMA money can be heard 20 miles inland.

Until the governor lifts "the state of emergency", these local governments are free to do whatever they want including ignoring your constitutional property rights. Now you can understand why they are repeating and exagertaing claims of sink holes in the roads.

The longer they have these "emergency powers" the more no-bid contracts that they can let out to the cronies. Wake up people. this huirricane is past the danger phase and is solidly in the money grabbing phase. FEMA will be wrighting a huge check to cover all these no bid sweatheart contracts

You can't contact Borough officials because their phones are down and only the Tom's River Police and Dover Township OEM is fielding calls and can't answer questions. What is the lead agency preventing cars but allowing 25 ton busses, is that safe?
Insurance adjusters from National Flood and other insurance companies need to gain access with homeowners to determine the damage and therafter contractors need to provide estimates. When are these people going to be allowed to enter?

The only people that have been allowed in have been contractor's and developer's. Believe me this country is hurting for cash so they are going to do anything within their power (including TAKING your land) to generate more tax dollars.
They would rather have a 4 story mansion paying taxes rather than a 1 story bungalow.
Be careful people as it happened in Long Branch just a few years ago and was perfectly legal and upheld by the courts.

But if you were at the meeting you saw him sitting next to Mayor like a wooden indian while he wass adding up the amount of money he will reap from this tradgedy.
