Patrolman Jeffrey Emmons investigation when a Geneva Road resident said that Kenneth E. Wilson, 46, with addresses in Howell, Toms River, Browns Mills and Seaside Heights, took a down payment in August but never built a rear deck, said Sgt. Ron Heinzman in a statement.
"The defendant failed to return calls to the victim and even had another person who was apparently unaware that there was an underlying home improvement (theft) issue cash the check for him," Heinzman said.
Emmons arrested and charged Wilson on Oct. 5 with third-degree theft by deception and operating as an unlicensed home improvement contractor, fourth degree, according to the sergeant.
Wilson was released by police after being served with his complaints, Heinzman said.
"Additionally, this matter will be forwarded to the New Jersey Division of Consumer Affairs for further review," Heinzman said.
